Why does the total start lower than the sum of the ranges?

The lines are independent ranges; the total is Trippé’s overall estimate for the trip as booked together, not an arithmetic stack of worst cases. That’s also why the total is shown as a range and labelled an estimate.

What does “within budget” mean when the top of the range exceeds $2,000?

The badge reflects the estimate against your stated budget including its stretch room — here $2,600. If a result only works by stretching, Trippé says so rather than quietly rounding down.

Is the fare included bookable through Trippé?

No. Trippé doesn’t sell tickets. The fare shown is an observation — a price travellers found on that route — meant for judging feasibility, not for checkout.
